Definitely you can creat a site on your experience, but to get traffic you have to advertise / promote your site on classified ad sites / forum / group etc. Yahaoo Answer one of the best way to get traffic on yout site.

Try weblog software. It will give your site all the structure you need, plus make it easy to quickly post new content. My favorits is WordPress, which is open source, free and easy to install and use.
